1776 Plan of government, submitted before the committee of the House, which delineated fifteen steps in the creation of the Virginia government.
Included was a division of the legislative branch into two houses, established a method for passing laws, created a Privy Council to aid the executive
branch, and other relevant items. (Digitized from a microfilm copy of title originally held by the Library of Congress).
