Description and Holding Information
1861, Doc. 33, Select Comm. on Amendments to the Virginia Constitution. Report
Constitutional Convention Document 33, which contained the 1861 report of the Select Committee on Amendments to the Virginia Constitution.
Initially, the committee indicated that slavery supported the more conservative and rational principles in suffrage as only the more intelligent classes
wielded the power. Thus, the committee suggested a restricted suffrage, more consistent with the Constitution of 1830 versus that of 1850, and fewer
elected officials by voters. Other possible changes also reflected this conservative approach which limited rather than expanded participation by the
