Constitutional Convention Document 31, which contained the 1861 report from the Committee regarding the stores, machinery and property captured at
Harper's Ferry. After consideration, the committee resolved to transfer all to the Confederate government, although it also indicated that permanent
location of the Armory should remain in Virginia. Other supporting documents were also included in this report. (Digitized from a microfilm copy of
