Constitutional Convention Document 15 which contained communication from a committee from the Conference Convention of Maryland to the Virginia
Convention. The authors suggested that the Virginia Convention select delegates to a proposed Border State Convention by either citizen vote or through
the agency of the State Convention, rather than under the proposition's language of "proper authorities of those States". (Digitized from a microfilm
