February 1851 speech by Henry A. Wise of Accomac, delivered in the Virginia Reform Convention on the basis question. Of note, the delegates were divided regarding the method of representation between the eastern and western sections of the state; Wise expressed concerns if the power should shift to the western part of the state through the use of a number of mathematical calculations and percentages.
