1851, Brower. Memorial to encourage mechanics
1851 Memorial to the North Carolina General Assembly from the Mechanics of Rowan County, authored by John Bower, regarding the enactment of laws to
protect and encourage their profession in the state. The petitioners complained about the competition from free Negro mechanics in the state, as well
as mechanics from the non-slave holding states. With respect to the former group, the petitioners suggested binding the free Negroes to an
apprenticeship, requiring an annual license and being under the direction and control of that "master. As to the latter group from non-slave holding states,
the petitioners suggested a tax on a variety of manufactured articles made in those states. (Digitized from a microfilm copy of titles originally held
