1859? Majority and minority reports of the Committee on Corporations and Currency, regarding a bill to charter the State Improvement and Relief Bank
of North Carolina. The majority report recommended passage as a means to assist "ineffective" financial and banking system and to assist the state
with its financial liabilities. The minority report objected to the large investment of Literary Fund money for bank stock, noting past experiences
regarding profits and returns to the state. This report concluded that the state would be taking great financial risks and the bill should not pass.
