July 3, 1866 General Order NO. 3, issued by A.A. General Clinton Cilley at the Bureau of Refugees, Freedmen and Abandoned Lands Headquarters in
Raleigh. The order returned the administration of justice, except in limited circumstances to the state or county authorities, following reassurances from
the governor that no discrimination in the administration of justice for freed men of color existed. (Digitized from a microfilm copy of titles
