1839 Counter report of the Minority of the House Select Committee on the Public Debt of the State of Virginia. This report disagreed with the
characterization of some of the public debts, as they were offset by stock. In addition, the counter report suggested that increased internal improvements
were the only method to help Virginia return to its rightful place as "foremost" in the Union. See LLMC #23114 for a related document. (Digitized
