House bill which changed the punishment of freed persons of color, or mulattoes to terms of years (left blank) rather than whipping or sale as a slave; however on the second offense, they would be executed. Also included were provisions for doing Public Works labor while incarcerated, whippings for misconduct, and other related sections.
