Description and Holding Information
1865, Constitutional Convention journal
Journal of the Convention of the People of South Carolina, held in Columbia, South Carolina in September, 1865, along with the ordinances, reports,
resolutions and other relevant material. This constitution, following the Confederacy's defeat, added Article IX, section 11 which acknowledged that
slaves were emancipated; however, Article IV, section 1, allowed only free white men, with other qualifications, to vote. Moreover, an ordinance
prohibited the General Assembly from imposing any civil penalties or other punishments as a consequence of a resident's conduct during the past secession.
There were separate sections, paginated separately for various parts of this journal and other attachments. (Digitized from a microfilm copy of
title originally held by the Library of Congress).
