Convention documents published in Charleston in 1862. Included were the report of the Special Committee of Twenty-one, on the communication of Governor Pickens, along with reports with the various heads of department, and other relevant papers. The report of the special committee supported the actions of the governor and his council and justified the use of extraordinary powers (which were conferred and then repealed in sessions of the South Carolina Convention).
