Doc. No. 34. Message from the Governor transmitting resolutions from the states of Connecticut and Massachusetts, December 27, 1843. [Ohio] It was common for states to circulate certain resolutions, usually aimed at the federal government, asking other states to sign on so as to add weight to the words. Connecticut wanted citizens to be allowed to file claims with the federal government for damages done by France because the government had received money from France to forego claims during an 1800 treaty. Connecticut also did not like the present tariff arrangement and did not the Congressional franking privilege. Massachusetts was opposed to the existence of the United States Military Academy and did not want Texas as a state. Ohio signed on to the claims resolution.
