By William Charles Cole Claiborne, governor of the Territory of Orleans : Be it known that "for the execution of process civil and ..." I do, by virtue of the powers in me vested, under the Ordinance of Congress for the government of the territory of New Orleans ... that there be established within the county of Feliciana, four parishes ... Given under my hand and seal at Baton Roughe on the twenty second of December, in the year [s.i.] of our Lord one thousand eight hundred and ten, and of the Independence of the United States of America they thirty-fifth.
