On January 18, 1859, the Governor vetoed An Act to authorize and require the State Engineer and Commissioner of the Second Swamp Land District to
close Bayou Plaquemine, in the Parish of Iberville. He pointed out that when Louisiana became a state in 1812, it was with the stipulation that all
waterways remained open and free for use. The Bayou had been established as a stream in years past, so it could not be closed. Furthermore, the terrible
flood of 1858 showed that closing a waterway was doomed to failure anyway.
