June 18, 1783 Circular of General George Washington from Headquarters in Newburgh addressed to all states. This document, which was address to the Governor of Rhode Island, set out Washington's four principles for the established of an independent United States. Also included were various Congressional statements of thanks. See LLMC #39065 for a related manuscript of the circular.
