1840-03-11, Three documents: S.C. resolutions. Survey of Massachusetts. Report of the Adjutant General
House No. 54 On March 11, 1840, the Council sent three documents to the attention of the Legislature. The first was a report and resolves from the
South Carolina Legislature about a Georgia v. Maine controversy. A slave from Georgia was taken to Maine by two men. Georgia asked for extradition
of the two men who did the taking, but the Maine Governor refused. Georgia said that meant that Georgia's rights under the Constitution were not
being protected, so the state might as well leave the Union. Maine's Governor said there was no description of a felony. After more information was
sent, Maine still refused to surrender the men. The South Carolina Legislature waxed eloquent about states' rights and sent the document to all the state
governors. The second document was a long, detailed report from the trigonometrical surveyor dated February 14, 1840. He went over the process of
creating the map, explained latitude and longitude, and discussed what was needed to publish the map in sections so it would be most useful to the
public. The third document was a report from the Adjutant General of the Militia dated January 28, 1840, recommending the sale of two parcels of land.

Title:   To the Senate and House of Representatives : I herewith transmit to the honorable House of Representatives, for the information of the two Houses, a copy of a report and resolutions adopted by the legislature of South Carolina, in relation to the controversy between the states of Georgia and Maine, growing out of a requisition of the executive of the former, upon the executive of the latter, for certain alleged fugitives from justice.
