would be too loud. The railroad used a thirty-nine pound bell and found it perfectly adequate. There were paragraphs about how poorly such bells would
work for horse drawn railroads, but those railroads were specifically excluded in the bill. The railroad already had many signs with slightly
different text as called for in the bill and they did not think it necessary to change them. The most objectionable section was about staffed gates at some
crossings. The gates would be extremely expensive and would not make that much difference. The memorialists asked the Legislature to re-think the

The memorial of the undersigned, directors of the Boston and Worcester Rail-road, respectfully represents: That the undersigned are apprehensive that if the bill reported by a joint committee ... should be passed into a law, it will subject the proprietors of rail-roads in this commonwealth to great inconvenience, without any adequate advantage to the public. ...
