SEE ALSO 52630 Senate No. 25 Memorial of General Thomas Davis and others, praying for a revision of the militia laws, 1835. A large group of
officers from the militia drew up a Preamble and several resolutions to submit. The defects listed were mostly of long-standing. The present system has
stripped all officers, indeed sergeants, of any authority, so these people were held in contempt by the rank and file. Because of the total lack of
military discipline, it was impossible to fill the slots for any officer category. There was expense and inconvenience attached to being a militia
man, so paying a $4 fine to get out of appearing was very attractive. The memorialists feared they would be viewed as thinking only of themselves, but
they did not want a fine organization to wither away. Each man stood available to provide realistic suggestions about revised legislation. The
Preamble and Resolutions followed: Massachusetts needs a well-regulated militia. The first Resolve called for a thorough revision of the militia laws;
the others had to do with drafting and presenting the memorial. Representatives of seven divisions, all but one with four men each, delivered the
