House No. 69 On March 24, 1840, the Governor sent a message to the House about four Resolves: a national bankruptcy law, opposition to slavery and the slave trade, the duty on salt, and the right of petition. The state Constitution said all new laws and Resolves were to go to the Governor for his revisal, but if he did revise one or more, that seemed to him to interfere with the Legislature's powers, so he did not change anything. He asked the Secretary of State to send the Resolves as directed by the Legislature, but they will not be found in the list of new laws because he, the Governor, did not feel he should officially sanction them. He did want the Legislature to know that he believed strongly in all of the Resolves. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
