House No. 45 On February 25, 1833, Governor Lincoln submitted letters he had received from other Governors for the Legislature's information.
Delaware directed its Congressional members to encourage the federal government to establish uniform rules for militias. Delaware also rejected South
Carolina's nullification ordinance and said the 5th Article of the Constitution provided the best way to consider amendments. New Jersey also rejected
South Carolina's nullification ordinance and encouraged that state to use the existing means of amending the Constitution. Virginia likewise rejected
South Carolina's approach and pleaded with that state to keep the peace. (Digitized from a microfilm copy of title originally held by the

I have received, by the last mails, communications from the several governors of the states of Virginia, New Jersey, and Delaware, transmitting resolutions expressing the sentiments of the legislatures of those states, respectively, the two former, in relation to the proceedings of South Carolina in the adoption of her Ordinance of Nullification, and the measures of her state authorities pursuant thereto, and in reference to certain powers of the general government, under the Constitution, and the latter declaring a dissent to the proposition of South Carolina for a convention of the states, "to consider and determine such questions of disputed power as have arisen between the states of this Confederacy and the General Government..."
