May 31, 1697 Broadside issued by Gov. Benjamin Fletcher. Due to a bread shortage in New York City, his proclamation prohibited the export of of grain, including wheat, corn and coarse meal, as well as bread, from the New York Province until November 1st. The only exception would be to allow sufficient bread and grain for mariners and passengers leaving the New York port. A proclamation : Whereas there is of late great scarcity of bread in the city of New-York amongst the inhabitants thereof ... I do by these presents prohibite the exportation of any wheat in grain throughout the whole province, without limitation of time ...
