(Excerpted from The Annals of the American Academy. The Columbia Law Library copy scanned appears to be a “copyflow” production. Kelsey, a professor of sociology at the Univ. of Pennsylvania was the first recipient of a 1-year Academy Research Fellowship under an Academy program aimed at subsidizing special investigations on questions of national interest. Kelsey spent nine months traveling through both Haiti and the Dominican Republic. His report is broken into five parts: Pt. 1, pp. 112-114, Covers the physical characteristics of Hispaniola; Pt. 2, pp. 118-165 is focused on Haiti; Pt. 3, pp. 166-191, focuses on the Dominican Republis; Pt. IV, pp. 191-199 provides Kelsey’s views on American policy; and Pt. V. pp. 22-202 is a bibliography.)
