Clemency review file containing personnel documents, letters and legal papers related to the conviction of Williams Mance, formerly private, Company
“I”, 24th U.S. Infantry. 30 p. Mance was convicted of murder, assault with the intent to murder, joining in a mutiny and willful disobedience of
orders related to the Houston race riots of August 23, 1917. and sentenced to life in prison (later reduced to 30 years and to 20 years). Contents are
documents, dated 1919-1925, including handwritten letters by Mance; a letter from J. A. Hull, Acting Judge Advocate General, to Mance, declining to
recommend clemency (January 11, 1923); reports of Clemency Board recommending reduction of the sentence to 30 years and to 20 years, and recommending that
prisoner be granted parole; and letter, signed by J. E. Hoover, Department of Justice (January 9, 1925), to the Judge Advocate General, War Department.
