mutiny, murder of 14 persons and assault with intent to kill eight persons, related to the riots in Houston, Texas, on August 23, 1917. 25 p. Contents
include Review of Record of Trial (April 1, 1919) stating there is ample evidence to support the findings and the sentence; letter of April 1, 1920,
recommending that clemency be denied; handwritten letter from Smith to Sen. Charles Culberson, forwarded to Judge Advocate General, and responsive
letter from J. A. Hull, Acting Judge Advocate General (July 5, 1922) to Sen. Culberson; report of Military Justice office (June 14, 1923) recommending
against grant of clemency; report of June 20, 1935, recommending that unexecuted portion of Smith’s sentence be remitted.
