Riddle, Samuel O. Clemency review, 1918-1932
Clemency review file containing documents (1918-1932) related to the conviction of Samue O. Riddle for disobedience of orders in time of war and
mutiny, related to the riots in Houston, Texas on August 23, 1917. 34 p. Riddle was sentenced to 15 years in prison. Documents include correspondence
including Riddle’s letters and responses from members of Congress; a review of the record in his case (April 9, 1919) stating that Riddle was charged with
disobeying an order to remain in camp, joining in a mutiny, murder of 14 persons and assault with the intent to kill eight persons, that he was
jointly tried with 39 others and that there was sufficient evidence to support the findings of the court; Riddle’s handwritten letter seeking commutation
of his sentence; a report of the Military Justice office (February 3, 1920) recommending that clemency be denied; correspondence with J. A. Hull,
Acting Judge Advocate General, including his letters to Sen. Harry S. New (July 3, 1922 and December 1, 1922), and Hull’s letter (December 1, 1922)
recommending that Riddle’s sentence be reduced from 15 years to 10 years; letter from W. A. Bethel, Judge Advocate General (February 26, 1923), recommending
that Attorney General approve findings of the Board of Parole granting parole to Riddle; and transmittal letter (February 2, 1932) accompanying letter
from Riddle (January 26, 1932) relative to reconsideration of his case by the War Department.
