Lanier, John. Clemency review, 1919-1924
Clemency review file containing documents (1919-1924) related to the conviction of John Lanier, Company “I”, 24th Infantry, for disobedience of
orders, joining in a mutiny, murder of 14 persons and assault with intent to kill eight persons, related to the riots in Houston, Texas on August 23, 1917.
14 p. Documents include the Review of the Record (April 1, 1919) stating that Lanier was jointly tried with 39 others, sentenced to confinement at
hard labor for his natural life, and that the evidence was legally sufficient to support the verdict and sentence; a War Department report (May 1, 1919)
stating that clemency is not recommended; a report of Department of Psychiatry and Sociology, U.S. Disciplinary Barracks (Leavenworth, Kansas); a
report of Clemency Board, 1924, stating that Lanier was serving 20 year sentence (reduced from life) and recommending that amount of sentence exceeding
19 years be remitted (approved April 1934); a letter from W. A. Bethel, Judge Advocate General (June 7, 1924), recommending that the Attorney General
approve findings of the Board of Parole grating parole to Lanier.
