Clemency review file containing documents (1919-1924) related to the conviction of Charles J. Hattan, Company “I”, 24th Infantry, for disobedience of
orders, joining in a mutiny, murder of 14 persons and assault with intent to kill eight persons, related to the riots in Houston, Texas on August 23,
1917. Hattan was convicted and sentenced to imprisonment for his natural life. 38 p. Contents include a Case review (April 1, 1919) acknowledging
that Hattan was tried jointly with 39 others, convicted as charged and sentenced to life in prison; correspondence with members of Congress inquiring
about Hattan’s case (1920); medical board review document recommending against clemency (April 1920); clemency review document (April 29, 1921, signed by
E. A.Kreger) recommending against clemency; letters from Hattan to American Legion (August 27, 1922) requesting assistance; response to American
Legion inquiry (September 25, 1922, signed by J. A. Hull); letter of inquiry from Captain John N. Less (January 1923) and response thereto (January 9,
1923, signed by H. M. Morrow); Military Justice review (January 2, 1924) recommending reduction to sentence to 20 years (signed by W. A. Bethel, Judge
Advocate General); Report of Clemency Board (April 1924) recommending reduction of sentence to 19 years; and Military Justice office letter (June 7,
1924) recommending the Attorney General approve findings granting parole in Hattan case (signed W. A. Bethel).
