Porter, Edward, Jr. Clemency review, 1919-1924
Clemency review file containing documents (1919-1924) related to the conviction of Edward Porter, Jr., Company “I”, 24th Infantry, for disobedience
of orders, joining in a mutiny, murder of 14 persons and assault with intent to kill eight persons, related to the riots in Houston, Texas on August
23, 1917. Porter was convicted and sentenced to death by hanging. 26 p. Contents include Case Review document (April 2, 1919) stating that Porter was
tried jointly with 39 others and that there was sufficient evidence to support the findings of the court; Clemency memorandum from Was Department
denying clemency (June 5, 1919); handwritten letters from Porter (June 1922); letter to Sen. Arthur Capper (July 5, 1922) stating that the death sentence
was commuted by the President to life in prison; letter from Judge Advocate General W. A. Bethel (December 1925) recommending against further grant of
clemency; Report of Clemency Board (April 1924) stating that sentence had been reduced to twenty years and recommending reduction of sentence to 18
years and six months; letter of W. A. Bethel, Judge Advocate General recommending that Attorney General approve findings of the Board of Parole in
granting parole to Porter; and letter to Bethel (November 25, 1924, signed by J. E. Hoover, Department of Justice) referencing submission of Porter’s case
by the Boards of Parole to the Attorney General.
