Hawkins, James R. Clemency review, 1918-1934
Clemency review file containing personnel, procedural letters, recommendations, etc. of James R. Hawkins: April 20, 1934, 27 p., typed and
handwritten, Judge Advocate General's Office, April 20, 1934. ( The clemency review file of James R. Hawkins, formerly a Private in the 24th Infantry, who was
convicted by general court martial of disobeying orders, mutiny, murder, and felonious assault in connection with the race riots of the 24th infantry
on August 24, 1917 in Houston, Texas. A memorandum prepared for the Judge Advocate General summarizes the testimony of four Privates regarding the
actions of Private Hawkins on August 23rd and August 24th of 1917. He was sentenced to life in prison and clemency was denied on February 5, 1920.
On April 12, 1924 the Clemency Board recommended that the amount of his sentence exceeding 30 years by remitted. The file contains a Memorandum to the
Judge Advocate General dated April 20, 1934 recommending that the remainder of his sentence by remitted.)
