clemency review file of Ernest E. Adams, formerly a Private in the 24th Infantry, who was sentenced to be dishonorably discharged with total forfeitures
and confined in the penitentiary for life, in connection with his actions during the race riots in Houston, Texas on August 23, 1917. The Memorandum
prepared for the Judge Advocate General on March 24, 1919 describes the evidence presented at his trial. Other documents include a Clemency Memorandum
prepared for the Secretary of War, and the 1924 Report of the Clemency Board. The Clemency Board recommended that the portion of his sentence which
exceeds twenty-two years be remitted.)
