(The following quoted words appear on the title page in italics just below the main title. “The interaction, if any, between the economic interests of a state and its foreign relations with special reference to the question whether, or how far, the self-governing States of the British Empire (with or without a more centralized system of givernment than it now hs) could co-operate permanently for the purpose of defense without co-operating for the purpose also fo trade.” From the introduction it is apparent that these words were intended to serve as a sort of sub-title or “theme of the essay.” The work is identified in the introduction as being the first in a projected series oa “Royal Colonial Institute Monographs.”)
