Howard Vincent, 1849-1908, was a man of many talents; military officer, writer, lawyer, and, in one phase of his career, between 1878-1884, the organizer, under Home Secretary R.A. Cross, of the Criminal Investigation Department of the British Government. He entered politics in 1885 and took a deep interest in imperial affairs, founding the United Empire Trade League in 1891. He also became one of the first British politicians to make himself a national figure by vigorously opposing immigration to the Mother Country from the colonies.)
