“The Relations of the Colonies to the Mother Country”: by William Westgarth: paper extracted from Royal Colonial Institute Proceedings (q.v.), Vol. 1, 1869, pp. 74–93. (Lacks TOC & index. William Westgarth, 1815-1889, was well suited to his topic. Born in comfortable circumstances in Edinburgh, Scotland, he emigrated to Australia at age 25 and settled in Melbourne. He grew wealthy as a general merchant and importer, and then rose in politics in New South Wales, eventually being elected to serve in the Legislative Council. He used his position there to foster the severance of Melbourne and the Port Phillip District from New South Wales and its erection into the independent Colony of Victoria; making him one of Victoria’s recognized founders. At age 42 Westgarth returned to England, settled in London, and established a very successful business as a colonial agent and broker. He also served as a major adviser to colonial governments seeking to float loans in London. He wrote books throughout his career, most of them about Australia.)
