Essay on the government of dependencies, by Sir George C. Lewis: ed., with an introduction, by C.P. Lucas: lxviii+392p, Oxford, Clarendon Pr., 1891. (This is a seminal and influential work was originally publ. in 1841. It is a theoretical treatise, not focused on any specific jurisdiction. The author attempts to derive general guiding principles for the good governance of colonies from the prior experiences of the British, both good and bad, and from earlier world empires. While the editor of this new edition has updated Lewis’ text and notes, his principal contribution is a 52p. essay describing the evolution of the British Empire since 1841 and the effect that those changes had on Lewis’ general thesis. The editor, Sir Charles P. Lucas, who ended his own distinguished administrative career as head of the Dominions Department of the Colonial Office, was also a prolific writer on imperial affairs. Some of his works appear in this collection; among them the article “British Colonial Administration and Its Agencies,” Chap. 1, pp. 1-69, which appears in Vol. 6 of the Oxford Survey of the British Empire, also offered on this site.)
