Reasons for establishing a registry of slaves in the British colonies: being a report of a committee of the African Institution: published by order of that society: by James Stephen, 2+118p., London, Printed by Ellerton and Henderson, 1815. ( James Stephen, an English lawyer, came to be regarded as the chief architect of the Slave Trade Act of 1807. He became the Director of the African Institution for the registration of slaves and advocated a centralised registry of slaves. This he argued would allow any unregistered black to be presumed to be free. His proposal was never taken up by Parliament. )
