This text is one of a series of annexes to the publication Juridical Settlement of International Disputes, which was issued quarterly by the Society. It is denominated “February, 1916, No.24.” Alpheus H. Snow, 1859-1920, was an American expert in international law who served for some years as a member of the Executive Council of the American Society of International Law. His specialty was the governance of dependent and semi-civilized nations or populations. His principle works in this subject area were The Administration of Dependencies, 1902, and The Question of Aborigines in the Law and Practice of Nations, 1918.
