1969 Proposals for a New Constitution for Rhodesia, which in effect disallowed the opportunity for majority African rule. Of note, the proposals maintained separate voter rolls for Europeans and Africans, with income requirements for both (although lower for Africans), along with general requirements, including an ability to fill out an application form. More significantly, the proposals delineated separate elections for the legislature between the two groups, with equal members in the Senate and a large proportion of Europeans to Africans in the House.
