(November 16, 1923) on the economic needs of Indians; Appendix D: a letter from S. T. Bledsoe, The Atchison, Topeka & Santa Fe Railway Co. (July 3, 1923); and Appendix E: a copy of a letter sent to governors of 18 states (November 17, 1923) about “reaching a better understanding and cooperation between the States having Indian populations and the Federal administration of Indian affairs.”
