prefatory material is in volume I; Commission Findings in Volume IV.”) On page 9, before the Commission Findings, a statement reads: “The ‘Sioux’ Indians
represent a complicated Claims situation. Not only were several groups of Sioux Indians involved, but the nature of Sioux culture and history at the
time prior to White occupation of their lands was such that many conflicting claims and counterclaims arose from the Sioux and other tribes. We have not
included all of the many bids to intervene in various claims, though some of these are of historical interest …”
