(From the foreword” “In the following pages I have given a brief resume of Osage Tribal History, beginning with the first treaty made between the Osage and the United States Government in 1808. … It is my fervent hope that the historical records set forth in this pamphlet … will aid the Congress … in deciding that a great moral duty is imposed upon that Body to continue the present Federal supervision over the Osage Tribe of Indians, as long as the mineral period is in full force and effect, with the Osages paying for said supervision.”
