1862. The Penobscot population was 506. The Commissioners listed their legal resources. There were several complicated land claims that should be
settled in the courts, and soon. The Passamaquoddy also needed claims settled. The tribe was not getting the benefit of some of their property. The
Commissioners made several specific suggestions about creating farms. The settlement at Pleasant Point needed a wood lot to feed their stoves; the
Commissioners observed that since the State had appropriated 4,000 acres of Indian land without payment, it should certainly be willing to buy a wood
