Charter of Organization of the White Earth Band of Chippewa Indians. 7 p. Typewritten manuscript includes preamble stating, “Whereas, it is the
purpose of the Minnesota Chippewa Tribe, organized under a Constitution and By-Laws ratified by the Tribe on June 20, 1936, and approved by the Secretary
of the Interior on July 24, 1936, pursuant to section 16 of the Act of June 18, 1934, to foster self-government within each of the local groups
composing the Minnesota Chippewa Tribe … Now, Therefore, we, the Executive Committee … by virtue of the authoring conferred upon us by Article XI of the
Constitution of the Tribe, do hereby issue this Charter to members of the Tribe residing on the White Earth Reservation to be effective when duly
adopted.” The charter was “[s]ubmitted by the Executive Committee … for ratification by the White Earth in a popular referendum to be held on February 18,
1939. Signed by Frank Broker, President, Executive Committee, Minnesota Chippewa Tribe (October 8 1938).
