(Madison’s statement to the Senate and House of Representatives: “A treaty having been entered into and duly ratified with the Kickapoo tribe of Indians, for the extinguishment of their title to certain lands within the Indiana territory, involving conditions which require legislative provision, I submit copies thereof to both branches for consideration.”
