Header: Minutes taken at a meeting of the Governors of North Carolina, Virginia, Maryland and Pennsylvania with the Earl of Loudoun, Commander in Chief of His Majesty's forces in North America begun at Philadelphia March 15 and continued by several ajournments to March 24th, 1757. His Majesty had approved a plan to use the bulk of the forces in the north, so this meeting was to make a plan for the defense of the southern provinces. Loudoun laid out the numbers of troops required from each province and who would pay for equipment, supplies, and transportation. An attack on South Carolina appeared imminent, so each province needed to work quickly to provide its share of men. All the Governors present signed the minutes.
