Taylor, 1860. There was an on-going discussion about how to avoid trading with non-slave holding states. While the South exported much more than the
North, it also imported much more than the North. If the South tried to regulate foreign trade or interstate commerce, it was usurping a federal power
enshrined in the Constitution; there were many other legal hurdles. The reporting team could not see a way to make it work, so they reluctantly
recommended against trying to do it.
