The first Guam Congress was convened in 1917, although from then until after World War II it served only in an advisory capacity to the governor. In 1950 Guam was accorded an organic act that provided for an elected legislature, empowered to act on matters of local concern. LLMC’s main run of the Guam session laws, covering general legislation and executive orders & resolutions starts with the 13th Guam legislature. Except for legislation from the First Session, which was printed as part of a larger work {LLMC Title 55004}, pre-1975 legislation was issued only in the form of slip laws. LLMC’s sources in Guam have not yet been able to assemble a copy for scanning. For convenience to users, that part of LLMC Title 55004 which contains the legislation for the First Session has been duplicated and inserted at the head of this online run of the session laws.)
