Guam. Constitutional Convention: Proceedings of the first Constitutional Convention of Guam, 1969-1970: xvi + 751 p., Agan~a, Guam, Garrison and
McCarter, 1970?. (The U.S. Congress passed an amendment to the 1950 Organic Act of Guam which had served as the constitution of Guam until the first
Constitutional Convention which commenced on June 1, 1969. The proposed constitution was intended to serve as recommendations to Congress and replace the
Organic Act. The proceedings of the Constitutional Convention include the Convention Rules and the Minutes of the sessions. The remainder of the
proceedings include summaries of hearings held at various locations on the island.)
