July 13, 1787 Ordinance for the government of the Territory of the United States which was northwest of the Ohio River. Of note, this was the region
lying west of Pennsylvania, north of the Ohio River, east of the Mississippi River, and south of the Great Lakes; numerous states had claimed parts
