1840 Report of the House Select Committee on Petitions on a petition which would allow all persons the right to trial by jury, and not distinguish
due to color. While the committee noted that the law does allow all citizens of the state this right, there was an exception regarding those who were
fugitives from slave states. Included were comments which were racists, and the committee justified the law returning fugitives to the slave states.
